Project Start Year: 2026
This project combines targeted improvements with whole-of-catchment planning to reduce the impacts of flooding for Gore, Mataura and surrounding communities. Immediate works address known pressure points identified through updated 2D hydraulic modelling, including targeted channel widening works near the KiwiRail and State Highway bridges at Gore, where flood flows are constrained during large events.
The whole-of-catchment flood management plan for the Mataura River will guide staged investment and integration of engineered and nature-based measures over time.
Benefits
Targeted works at known constraints reduce avoidable flood impacts on homes, transport links and critical infrastructure. Flood resilience works help to limit damage during high flows and reduce longer-term repair and recovery costs. The integrated catchment management approach creates future opportunities supporting broader environmental and community outcomes.
Adaptation
Flood events are projected to become more frequent and more intense. The project responds by using updated modelling and catchment-wide planning to assess system-wide effects and inform staged investment and long-term decision-making.
Resilience
The project strengthens the performance and reliability of the Mataura River flood infrastructure network while supporting improved preparedness across the catchment. Alongside physical works and improved flood intelligence, it advances integrated planning for nature-based solutions to sit alongside traditional flood infrastructure in future investment stages.

Co-funded through the Regional Infrastructure Fund (RIF) and Environment Southland.
Builds on collaboration between Environment Southland, Gore District Council and Southland District Council.
Collaboration with Ngāi Tahu ki Murihiku lays the foundations for a more holistic, catchment-wide approach to flood risk reduction.
Together, these investments strengthen immediate flood resilience while building the evidence and planning foundations for future catchment-wide action. The separate RIF-funded Mataura Telemetry Project complements this work by enhancing real-time flood intelligence and supporting adaptive management.
